'City Without Violence' - Model & Methodology  
 

At the basis of the 'City without Violence' program lies the understanding that violence and delinquency are complex, multi faceted phenomena, and that the intervention regarding them must therefore also include a complex and multi faceted view. The premise of this national move is that the key to coping with violence and delinquency in an effective manner is with a complex and multi faceted view; and also by creating sequences of activities (enforcement, protection, education, treatment, prevention, and information distribution); organizational frameworks (government ministries, local authorities, and organizations within the authority); and coping with generators (whether personal, inter-personal, cultural, demographic and so on).

Today, the various organizations and mechanisms dealing with the issue, both on the staff level and the field level, mainly activate separately and independently and on a non inclusive practical level. They deal with various types of violence, of communities, arenas, and organizational systems; so in order to construct the necessary sequences of activities, much effort must be placed on providing knowledge, building resources and organizational infrastructures. 

 


The model of this program contains operation principals, and clear and structured premises; all base on a theoretical and empirical review.

In order to correctly cope with violence, the following is required:

·      Complete intolerance towards violence

·      An effective response and a stern attitude

·      A wide ranged cooperation between all the authority factors in the city

·      Reinstating authority to the adults as a whole, and to the education system in particular.

·      Reinforcing the city's leadership and promoting the idea of the rule of the law.

·      Combining comprehensive prevention with strict enforcement

·      Preventing boredom and loitering among teens

·      Treating everyone involved with the violent incidents (the attacker, the attacked and the witness)

·      Encouraging all the residents to take responsibility and create a consolidated, agreed and unified municipal language that would convey the message of the subject.

The program offers the city constructed work tools as well as a long line of programs for the implementation of the principals. In each of the cities, the program is modified to suit each city's specific needs and characteristics. For that purpose, a comprehensive municipal mapping has been done to identify to main arenas, the unique problems, the severity of the problems and the solutions most suitable to each city.
